三星电子工会从 7 月 8 日起宣布无限期罢工，7 月 29 日起与三星进行为期三天的谈判，就上调工资、完善奖励制度等事宜进行磋商，但双方未能达成协议，最终宣告谈判破裂。8 月 1 日工会在三星会长李在镕私宅前举行集会，要其出面解决问题。上周末，工会领导人要求罢工工人从本周一起恢复工作，表示将改变罢工策略，采用 闪电式罢工和合规行动，此举预计将减轻罢工对参与者的财务影响。工会要求为其成员加薪 5.6%，三星只同意 5.1%。
