近日，国家网信办发布《个人信息出境个人信息保护认证办法（征求意见稿）》，推动建立个人信息出境个人信息保护认证制度，为个人信息出境活动的便利化、个人信息出境个人信息保护认证工作的规范化提供了明确具体的办法指引。

党的二十届三中全会明确提出“建设和运营国家数据基础设施，促进数据共享”，按照党中央、国务院决策部署，国家发展改革委、国家数据局、工业和信息化部编制和发布了《国家数据基础设施建设指引》。

眨眼，是一种自然的生理反应，能清除眼内杂质、保持湿润。科学家发现眨眼也具有某种认知功能，当我们在阅读中遇到不太熟悉的词汇时，通常会下意识眨眼。比利时根特大学的研究人员分析了“根特眼动追踪语料库”（Ghent Eye Tracking Corpus）中的数据，在这项研究中，15 名参与者在阅读阿加莎-克里斯蒂的小说时接受了四次监测，总共记录到 30367 次眨眼行为。研究团队发现，相较于不常见的词语，参与者在阅读常用词语时的眨眼频率更低。在看到不常见词汇时，参与者的眨眼频率提高，这表明认知努力会影响眨眼行为。眨眼行为可能提供了一种“认知休息”。
